本月Carmarthenshire League 的新闻头条:

“ Players Urinating on the Field of Play. 

        If players "get caught short" and need to go the toilet(No.1) at the half time internval, they should return to the changing rooms.

        Recentlty a player was spotted by the referee urinating in the middle of the pitch at the half time interval, the referee has asked for advice.

This is difficult one, is it Ungentlemanly Conduct and a caution, you should ask yourself,

1. how far wer the dressing rooms from the incident,
2. the player should have gone discreetly to a bushy area,
3.  the player should have gone off the fied and knelt down in a discreet place, so as not to make a spectacle of himself. 

       The club has been contacted, and hopefully has taken on board my concerns.

       What would happen if it was in the middle of a public park and the incident reported to the police by a matter of the public.

       I will be very interested in your thoughts, some people would look on this incident as really serious, far  more than Ungentlemanly Conduct and Caution, perhaps even a Dismissal, please let me have some constructive thoughts.

我完全同意Duncan提出的三点衡量。

或许没什么建设性，

我的意见是这个问题裁判的管辖权比较模糊，裁判的权力可以延伸到离赛场多远呢？赛场区域范围，还是视线范围？此人要是到赛场旁边观众能看到的马路中间去方便，裁判员是管不管？我不清楚。还有，球员的其他个人行为，不只是不雅行为，裁判员的管辖范围有多大呢？我认为是只要和比赛，其他球员有关并且发生在球员进入赛场，比赛开始到结束包括中场休息时间内就可以管。

至于该什么处理，我想根据Duncan的意见差不多，加一点就是看球员的动机，如果可以确定他是搞事应该根据 Sending-Off Offences 第6条把他罚下（不允许替补）；如果动机纯洁，给一个 Unsports Behaviour 警告足矣。

英国人的作风...为保证组织上下协调一致，

屁大个组织程序要跟足 House of Lords，出一则新闻，用词也要讲究，小便也能给他描述成这样：“the player should have gone off the fied and knelt down in a discreet place, so as not to make a spectacle of himself.” 服了！

屁大点事要堂而皇之，咨询意见，开会讨论，出草案，再咨询，再开会...乐此不彼，这就是为什么早就跟不上时代，破绽百出的1906年海上保险法到现在还在Law Commision讨论来讨论去，等到他出台我怀疑全世界的石油都用光了，集装箱改用 10,000 TEU 的飞机精确空投了！

我当然很欣赏这种严谨的作风，也深刻的认识到很多问题国内那样乱搞，已经把国家搞乱，但还是希望有更好的办法，改革起来可以不像英国人那么搞笑，又可以高效。
